This project provides a detailed review of the EUROCONTROL Generic Safety Management System Manual. The Manual is an important component of the SASI project (Support to ANSPs for SMS Implementation).
The countries and organisations currently involved in SASI are: Albania (NATA), Bosnia and Herzegovinia (BHDCA), Croatia (CROCONTROL); FYROM (CAA); Serbia and Montegengro (SMATSA); Armenia (ARMATS); Azerbaijan; Bulgaria; Cyprus (Dept of Civil Aviation/CAA); Czech Republic (ANSP); Estonia (CAA); Greece (HCAA); Hungary (HUNGARCONTROL); Italy; Latvia (Latvijas Gaisa Satiksme); Lithuania (ORG NAVIGACIJA); Luxembourg (Aeroport de Luxembourg); Malta (MALTATS); Poland (PATA); Romania (ROMATSA); Slovakia; Slovenia (Slovenia Air National Services Ltd); Turkey (DHMI); Ukraine (UKSATSE). Regulators and other intersted parties are encouraged to participate in SASI working and training sessions to encourage dialogue about relevent safety issues.
The first goal for the SASI project is to support the implementation of the EUROCONTROL Safety Regulatory Requirements (ESARRS) by the end of 2006. Additional time may be required for the implementation of ESARR6 and 7. The SASI project will then look at certification under the provisions of the Single European Sky mandate.
The Safety Management Manual collects all of the procedures necessary to meet the ESARR3 requirements 'Use of Safety Management Systems by ATM Service Providers'. It also builds on ESARR2 requirements for the 'Reporting and Assessment of Safety Occurrences in ATM' and the ESARR4 provisions on safety assessments. The immediate aims of this project are to establish the internal consistency of the generic manual and to determine its completeness with respect to other guidance on the development of Safety Managenent Systems. The validation of the generic draft manual is a collaboration between EUROCONTROL and its stakeholders. This work necessarily involves strong cooperation with ICAO and the final version will be subject to further consultation with that organisation.
