There are existing, applicable, and well-understood standards in many domains. Changing to another standard (especially where its dubious if it applies, as not all of what is built in the domain is a protection system) would cause disruption, add cost, and may impair safety as people may make mistakes because of the focus on trying to meet a new, unfamiliar, standard. Is that enough reason? The ONLY reason the lack of take-up of the standard would be worrying is if IEC 61508 somehow had a magic answer which meant that it SHOULD supersede all the existing standards. I see no evidence that that is the case.
